Singapore to Develop Structured Career Pathways for Skilled Trades, Bolstering Workforce Opportunities

Structured Career Pathways Coming to Singapore's Skilled Trades

Singapore is set to implement structured career pathways for skilled tradespeople. This initiative, announced by Senior Minister of State for Manpower Koh Poh Koon, aims to create more opportunities for Singaporeans to advance in hands-on professions.

Developing the Pathways

The Government plans to collaborate with employers, the labour movement, trade associations, and institutes of higher learning to develop these pathways. The goal is to better recognize the value of skilled tradespeople, such as plumbers, electricians, and air-conditioning mechanics, and provide clear routes for career advancement. The National Trades Union Congress (NTUC) had previously called for these frameworks in 2023.

Inclusive Growth and Ministry of Manpower's Priorities

Dr. Koh outlined the plans as part of the Government's broader efforts to ensure inclusive growth. This involves creating an environment where Singaporeans can benefit from economic opportunities generated by local enterprises. The Ministry of Manpower (MOM) will work with tripartite partners to promote safe, fair, and inclusive workplaces. For example, the Workplace Fairness Act, passed earlier in 2025, strengthens protection against discrimination. The Employment Act is also under review to adapt to evolving work arrangements.

Key Thrusts of the Ministry of Manpower

Ensuring inclusive growth is one of four key priorities for the Ministry of Manpower. The other three include: empowering Singaporeans to navigate the future of work; supporting career longevity; and expanding opportunities for workers and businesses. As Singapore faces an uncertain economic outlook and an evolving workforce, these priorities aim to address challenges like an ageing population and the desire for work aligned with personal values.

Future of Work and Career Longevity

The Government is committed to helping workers adapt to the future of work, including the rise of artificial intelligence (AI). This involves redesigning jobs and promoting AI literacy. Career Health SG, which uses AI tools to provide job and skills insights, career guidance, and job matching, is another key initiative. Furthermore, efforts are being made to facilitate flexible work arrangements and career breaks, especially for those balancing caregiving responsibilities. The Tripartite Workgroup on Senior Employment is addressing the challenges faced by senior workers and employers in multi-generational workplaces, with updates expected early next year.

Supporting Businesses and Job Creation

The Government will also focus on growing the economy, helping businesses thrive, and creating good jobs. This includes transforming the workforce to meet business needs, expanding access to global talent, uplifting the human resources profession, and reducing compliance burdens. The overall aim is to build a resilient and inclusive workforce that can navigate the challenges of the future.
