A man and a 16-year-old boy have been arrested following the death of a man allegedly stabbed to death in a targeted machete attack in Victoria 's Gippsland region.

Tributes were flowing on Sunday for Kaiden Morgan, an 18-year-old from Morwell, as the arrests were made on Sunday night.

Neighbours reported hearing a loud argument before two people were ambushed.

The group quickly dispersed and police arrived to find Morgan on nearby the Boulevard and a 20-year-old Warragul man on neighbouring Gillie Crescent.

Morgan died in hospital a short time later but the 20-year-old had non-life-threatening injuries.

On Sunday night, police said 19-year-old man from Traralgon and a 16-year-old boy from the La Trobe area had been arrested in relation to the incident and would be interviewed in custody.

Morgan is being remembered as a proud Indigenous man with a passion for traditional dance and a loving friend who would light up a room.

"You were one of the most loving people around and knew how to lighten a room up when you'd walk into it," one friend said on social media.

The 20-year-old is expected to make a full recovery.

Investigators allege the attack was targeted and are asking anyone with dashcam or CCTV video or information to come forward.

The incident unfolded just hours after 15-year-old Dau Akueng was buried after he was allegedly killed in an unrelated machete attack in Cobblebank.

It has raised questions about the state government's response to crime rates.

"These things are happening every day, what's the government doing about this?" opposition police spokesman David Southwick said.

"Victorians should be able to feel safe."
