Ukrainian Attacks on Russian Oil Refineries

Ukraine has significantly escalated its attacks on Russian oil refineries, triggering fuel shortages and price increases in some regions. A joint investigation by BBC Verify and BBC Russian revealed a surge in drone strikes, particularly in August and September.

  • At least 21 of Russia's 38 large refineries have been targeted since January.
  • Successful attacks are already 48% higher than in all of 2023.
  • Ordinary Russians are experiencing long queues at petrol stations, and some garages have suspended operations.

President Volodymyr Zelensky stated that damaging Russia's oil industry is crucial for forcing Russia to negotiate. Analysis shows that reported attacks reached a record high in August, targeting 14 refineries.

Deep Strikes and Lucrative Targets

Some attacks have reached facilities deep inside Russia. The Gazprom Neftekhim Salavat oil refinery in the Bashkortostan region, over 1,100km from the Ukrainian border, was successfully hit. Kyiv has also targeted lucrative facilities near Volgograd and the large Ryazan plant near Moscow, capable of producing 340,000 barrels per day. The Ryazan plant has been hit five times since January.

Strikes appear to target large refineries essential for civilian supplies and those near the border supplying troops fighting in Ukraine. According to Vladimir Milov, a former deputy energy minister, these attacks are strategically important.

Impact on Russian Fuel Production

Justin Crump, CEO of risk consultancy Sibylline, notes that the recent strikes demonstrate a focused campaign driven by intelligence assessments. While official statistics on gasoline production are classified, BBC Verify's analysis indicates that at least 10 oil refineries have fully or partially suspended operations since August. Reuters reported that on certain days, national production has declined by as much as a fifth.

Target Impact
Oil Refineries Fuel shortages and price increases in Russia.
Gazprom Neftekhim Salavat Refinery Significant damage due to drone strike.
Ryazan Plant Reduced production capacity.
