Education Minister Calls Urgent Meeting Over KwaZulu-Natal's Fiscal Crisis
National Education Minister Siviwe Gwarube has convened an urgent meeting with the KwaZulu-Natal government to address the province's struggling education department and its severe financial difficulties. The meeting aims to develop a financial recovery plan.

Gwarube's office announced that she will visit KwaZulu-Natal on Monday to meet with key provincial figures. These include Premier Thami Ntuli, Education MEC Sipho Mhlomuka, Finance MEC Francois Rodgers, and senior officials from both national and provincial education departments. The primary focus of the meeting will be to formulate a financial recovery plan for the provincial education department.
The goal is to ensure stability and continuity in the delivery of education services across KwaZulu-Natal. The urgency of the situation necessitates a swift and decisive response to the identified financial challenges.
Provincial Treasury Intervention
The meeting was prompted by the actions of KwaZulu-Natal Finance MEC Francois Rodgers, who placed the education department, led by the ANC, under strict financial terms last month. This intervention followed significant budget overspending by the education department.
“I have legislated powers in terms of the Public Finance Management Act (PFMA) to act in any department if there are allegations of mismanagement of public funds,” said Rodgers.
Provincial Treasury spokesperson Nkosikhona Duma confirmed that the education department had overspent its budget by March, triggering the Treasury's intervention. Rodgers invoked his authority under the Public Finance Management Act (PFMA) to address the breach.
Rodgers' actions included the possibility of withholding funds to address what he deemed "a serious or persistent material breach of the act by a provincial department". The intervention underscores the severity of the financial mismanagement within the KwaZulu-Natal education department.
