French PM Lecornu Halts Ministerial Communication Spending, Targets 20% Reduction by 2026

Sébastien Lecornu Freezes State Communication Spending to Cut Costs

In a move aimed at rationalizing public spending, Prime Minister Sébastien Lecornu has announced a freeze on new communication expenditures by state ministries, public operators, and agencies until the end of 2025. This initiative, part of the broader "État Efficace" (Efficient State) mission, seeks to achieve a 20% reduction in state communication costs by 2026.

Details of the Spending Freeze

The freeze, effective immediately, impacts all new communication spending initiatives. Matignon, the Prime Minister's office, estimates that this measure will save at least 50 million euros by the end of 2025. In 2024, state communication expenses totaled 440 million euros. The Prime Minister's office has issued a statement clarifying the goals and implications of the directive.

Exceptions to the Rule

Certain campaigns are exempt from the spending freeze. According to Sébastien Lecornu, exceptions will be made for campaigns related to public health and public sector recruitment. Additionally, projects that have already been contractually committed will continue as planned. The Prime Minister highlighted the need to ensure that every euro spent serves the public good.

Looking Ahead to 2026: Prioritizing Effective Communication

Beyond the immediate freeze, the "État Efficace" mission is undertaking a comprehensive review of state communication spending to define priorities for 2026. The goal is to ensure that communication resources are allocated to public policies with a direct impact on citizens, allowing for a 20% reduction in communication expenditures compared to the 2025 budget. The mission aims to identify areas for efficiency and ensure resources are directed to initiatives with tangible benefits for the French public.

The "État Efficace" Mission

The "État Efficace" mission, launched recently, is tasked with identifying and implementing measures to improve the efficiency of public services. This includes reviewing and potentially streamlining various interministerial delegations. The mission signifies a broader effort by the government to address public debt and deficits through strategic spending cuts and improved resource allocation.
