Justice Christopher Tan's Background
Justice Tan was one of the three new Supreme Court judges appointed on August 1st. Before his appointment as Judicial Commissioner in 2023, he served as the Registrar of the State Courts and Deputy Presiding Judge of the State Courts. A career legal service officer, he has experience in the Attorney-General's Chambers, Competition Commission of Singapore, and the Monetary Authority of Singapore. His areas of focus include criminal trials, defamation, and professional negligence.

Justice Vincent Hoong's Contributions
Justice Hoong was appointed Presiding Judge of the State Courts in April 2020. His appointment was extended in April 2022 upon reaching the retirement age of 65, and again in April of this year by President Tharman Shanmugaratnam until the end of 2025. Prior to this role, he held various judicial appointments in the Supreme Court and then-Subordinate Courts, and later served as the chief executive of the Singapore Land Authority between 2009 and 2015.

Chief Justice Menon acknowledged Justice Hoong's significant contributions to Singaporean jurisprudence, especially in sentencing. Justice Hoong is known for his involvement in high-profile cases, including increasing sentences upon appeal and being the sentencing judge in the case of Xavier Yap and former Transport Minister S Iswaran. During his five-year term, Justice Hoong steered the State Courts through the Covid-19 pandemic, implemented measures to enhance the resilience of court operations, and redesigned hearing processes. He established a revamped five-year strategic map and advocated for enhancing access to justice. He also led the establishment of the International Judicial Dispute Resolution Network and oversaw the State Courts’ chairmanship of the International Consortium for Court Excellence. Further, he emphasized the professional development of judicial officers and court administrators.
